WHY
Because I think you want to know what your windows is doing when it starts up or when it shuts down.
HOW
1. Start -> Run -> regedit
2. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
3. Create a REG_DWORD ( if it doesn't already exist ) Named: "VerboseStatus" ( without the quotes ) and set it to 1
4. Reboot
